The
Flag Officers of the respective divisions were effectively
the director or chairperson. In the early years of the
1900s through to the 1920s, the Flag Officer was often
called the 'Commodore' of that Division. Because of this,
and the fact that the CCA Commodore was also referred
to as the 'Flag Officer' for the Association, there is
some confusion as to who actually chaired the Divisional
organisations.

1928 marks the introduction of a triannual rear-Commodore system.
The Flag Officers of the three divisions (at the time) would serve
a three-year term in their division followed by one year as CCA
Commodore. This expanded in 1956 to a quadrennial with the introduction
of the Maritime Division. However, in 1967, when the divisions
were reorganised and renamed, the Commodore system was reduced
to a single vice and secretary, rendering the rotational concept
obsolete.
